Building up a national database on post-war UXO consequence settlement

The national database on post-war UXO consequence settlement has been built and managed at the Vietnam National Mine Action Center. Information about the settlement of post-war UXO consequences updated to the national database include:

(1) A system of legal documents on post-war UXO consequence settlement and other related legal documents; (2) A system of technical standards, criteria, and procedures concerning the implementation of UXO consequence mitigation activities; (3) The data on military activities having happened on the territory of Vietnam; (4) The results of the implementation of UXO study and survey projects; (5) The information about UXO detection and post-war UXO-related accidents and incidents; (6) The information about programs, plans and resources for the mitigation of post-war UXO consequences at the national level and of localities; (7) The information about the results of the implementation of projects on post-war UXO clearance, victim assistance, education to prevent UXO accidents for the people conducted by ministries, sectors, localities, investors and units, agencies and organizations; (8) The information about the quality management of programs, projects, and project components on post-war UXO clearance, victim assistance, and education to prevent UXO accidents for the people; (9) The data on the capabilities of organizations and units involved in the mitigation of post-war UXO consequences in Vietnam; (10) The data on UXO victims and other related information.

Apart from that, Decree No.18 also clearly outline the rights of UXO victims as follows: UXO victims are entitled to State-provided initial medical assistance, health care, physical rehabilitation, universal learning, vocational learning, job finding assistance and social protection; Children of UXO victims, who are policy beneficiaries, from poor and near-poor households or in extremely needy circumstances, are supported with scholarships and fund for school supplies as prescribed by law; UXO victims are entitled to the rights of people with disabilities.

Decree No.18 takes effect as from March 30, 2019 and replaces Decision No.96/2006/QD-TTg on the management and implementation of UXO detection and clearance issued by the Prime Minister on May 4, 2006.
